Personnel

Our key personnel have considerable domain expertise in developing computer assisted survey instruments including Blaise at Census. The project manager has about 20 + years of technical and program management experience with an extensive knowledge in early to current programming languages and have proven abilities to handle a full life-cycle development: coding Blaise instruments, Systems integrations, customizing scripts for different systems, support survey dress rehearsals and providing on-the-job assistance in the installation of survey software on laptops and external servers.

Other personnel in our team have a cumulative experience of over 40 years. Extensive expertise in conducting qualitative and science research in waste management, water and energy conservation, energy storage and Photovoltaics—solar energy. The research tools include GIS, ArcGIS, and PVSyst.

We have been able to provide complete IT support, solid project leadership with proven expertise in design, development, testing and implementation of computer-assisted personal and telephone interview surveys using Blaise for Windows. We have also identified and actively recruited other persons with Blaise skills and Census domain knowledge to support this project.

Experience and Resources Available

Credentials include 20+ years of IT experience including full life cycle software development using Blaise, a survey and questionnaire design software from Statistics Netherlands, program management technical leadership, and business development. Provided IT support, for Federal Government projects, mainly at US Census Bureau and other private organizations like Gallup, Princeton University and Mathematica Policy Research. Skills also include data management and analysis using SAS.

Full knowledge of all aspects of the Software Development Life Cycle (SDLC), from requirements definition through system deployment and maintenance.

Experience spans the public sector (through proposal and contracted work on major government programs) and the private sector (through development of critically-acclaimed consumer and enterprise software applications) as well as both small (less than 5) and large (more than 50) development teams.
